Valley Planning Board, as

This Local Law amends
Section 55-16 of the Putnam
County code by expanding
the power of the Putnam
County Ethics Board so as

This is a Notice of
Completion of the FDR/
FEIS for the proposed Route
9D Drainage Improvement
Project.
The scope of the project
is to relocate the stormwater
from Route 9D that currently
outlets into the drainage
channel which crosses
through private property
located at 563 Route 9D.
The proposed project will
redirect the stormwater
through a drainage pipe
along Route 9D and outlet
it into a stream channel
approximately 350 feet north
of its current location. The
project will be constructed
entirely in the Town of
Philipstown of Putnam
County.
The New York
State Department of
Transportation, being the
agency having principal
responsibility for carrying
out or approving the
proposed project, is the lead
agency pursuant to Part 15
of Title 17 of the Official
Compilation of Codes, Rules
and Regulations of New York
State (17 NYCRR Part 15).

A Draft Design Report/
Draft Environmental
Impact Statement (DDR/
DEIS) has been completed
for this action; it assesses
the effects of the project
on noise, air quality,
water quality, properties,
cultural and historic
resources, hazardous wastes,
ecosystems, threatened
species, visual resources,
and environmentally
sensitive lands. The DR/
DEIS shows the project to
have minor impacts on the
wetland area near Route 9D
where the new outlet will
enter the stream. Other minor
temporary disturbances will
also be associated with the
proposed stream bank repair
and protection along spot
locations of the stream
channel.
The DDR/DEIS was
circulated for review and
comment on November 30,
2012. A public hearing was
conducted at the Philipstown
Town Hall, located at 238
Main St., Cold Spring, NY
on December 19, 2012. The
questions and concerns raised
as a result of the circulation
of the DDR/DEIS and those
received in response to the
public hearing have been
addressed in the January
2013 Final Design Report/
Final Environmental Impact
Statement (FDR/FEIS).
Copies of the FDR/FEIS
are available for public
examination and copying
during business hours at
the following locations:
